The West Dundee and Carpentersville fire departments, along with the East Dundee Fire Protection District, have been exploring ways to enhance their services while reducing costs through a cooperative feasibility study, according to West Dundee Fire Chief Randy Freise.

The initiative, which started in January, concluded with a presentation of findings to fire officials and their respective governing bodies on Monday. Kent Greene, a senior consultant from Emergency Services Consulting International, highlighted that the three departments already collaborate effectively in areas like automatic aid agreements. However, more structured cooperation could lead to greater efficiency and cost savings.

Three potential options were outlined: merging into one department, maintaining separate entities but working together more closely, or keeping things as they are. Greene emphasized that the current system is already performing well, with strong response times and service quality across all three jurisdictions.

Despite this, he suggested that merging could help streamline operations. For instance, instead of having three fire chiefs, resources could be redirected toward roles such as a training officer and an inspector—positions not currently in place. Additionally, shared pre-incident planning, combined training, and joint fire prevention programs could further improve coordination without requiring full integration.

East Dundee Fire Chief Steve Schmitendorf expressed support for some form of consolidation, saying the findings provided valuable insights. Freise noted that discussions about merging had been ongoing for years before the official study was launched last year at a cost of $30,908, split among the three departments.

A comprehensive study has recommended that consolidating fire services in the area is a logical next step. Now, the Carpentersville Fire Department, East Dundee Fire Protection District, and West Dundee Fire Department must determine if local leaders and residents will support the move.

Last Monday, Kent Greene, senior vice president of Emergency Services Consulting International, presented the findings during two separate sessions with fire chiefs and staff. He clarified that the goal wasn’t to push for a merger, but rather to provide data that could guide future decisions.

Currently, the departments rely on the QuadCom Regional Dispatch Center, a shared dispatch system that serves multiple agencies, including East Dundee and Rutland Dundee. Greene outlined several possible paths forward, including functional or operational consolidation, legal unification, or maintaining autonomy.

He stressed that consolidation wouldn’t necessarily mean cutting staff. In fact, the number of firefighters serving the combined area of 24.82 square miles is below the national and regional average. Instead, leadership roles could be restructured—such as replacing three chiefs with new positions that better serve the community without increasing costs significantly.

Other potential benefits include shared capital planning, joint equipment purchases, administrative efficiencies, and combined training programs. The next step now is for elected officials to decide whether to pursue further analysis of these cooperative efforts.
