Japan Strengthens Import Inspection of Plant Protein Produced in China
On April 1, 2008, the Ministry of Health, Labour, and Welfare of Japan issued Notification No. 0401004 regarding food safety and import regulations, specifically targeting plant-based proteins originating from China. This followed earlier guidelines outlined in Notification No. 0502001, issued on May 2, 2007, which addressed the processing of similar products. However, based on ongoing inspections, the regulatory framework for Chinese plant proteins has been updated. As a result, Notification No. 0502001 has been officially repealed as of this new notice.
The revised regulations now include the following key points:
1. **Targeted Products**: The scope includes plant proteins (such as protein powders), wheat flour, and other derivatives made from rice and wheat produced in China.
2. **Inspection Items and Frequency**:
- Starting immediately, all first-time imports of Chinese rice- and wheat-based proteins (including protein powders), wheat flour, and related flour products must undergo autonomous testing for melamine and melamine-related compounds.
- For subsequent re-imports of these products, surveillance inspections will be conducted according to the guidelines outlined in Notification No. 0330004 dated March 31, 2008.
3. **Sample Selection Methods**: Sampling procedures are to follow the guidelines provided in Food Safety Distribution Paper No. 0330004, titled “Additives with Uneven Distribution,†issued on March 31, 2008.
4. **Inspection Methods**: Testing protocols should be carried out in accordance with procedures established by the U.S. Food and Drug Administration (FDA).
5. **Additional Notes**:
- If melamine or related compounds are detected during testing, it is necessary to verify whether these substances were used in the production process. In such cases, the Planning Information Division Quarantine Office Business Management Office should be contacted, and the Department of Food and Drug Administration’s Food Safety Monitoring Security Division should be informed.
- According to Notification No. 0330004, all plant-derived proteins—such as soybean protein—along with wheat flour and its processed derivatives from Chinese rice and wheat will be subject to monitoring inspections.
These updates reflect an increased focus on ensuring the safety of imported food products, particularly those that may pose potential risks due to contamination. The revised measures aim to enhance transparency, improve inspection accuracy, and protect public health by implementing stricter controls on plant-based protein sources from China.
