Japan Strengthens Import Inspection of Plant Protein Produced in China
On April 1, 2008, the Ministry of Health, Labour, and Welfare of Japan issued Notification No. 0401004 regarding food safety and import regulations, mandating enhanced inspections for plant-based proteins imported from China. This followed earlier guidelines outlined in Notification No. 0502001, dated May 2, 2007, which addressed the handling of Chinese-produced plant protein. However, as new inspection data became available, the regulations were updated accordingly. Notably, Notification No. 0502001 was officially revoked with the issuance of this new notice.
The revised regulations apply to the following products: plant proteins (including protein powders), wheat flour, and other wheat-based flours derived from Chinese rice and wheat. Inspection procedures have been adjusted as follows:
1. **Target Foods**: The scope includes all plant-based proteins (such as soy protein), wheat flour, and any derivatives made from wheat or rice sourced in China.
2. **Inspection Items and Frequency**:
- Starting immediately, all first-time imports of Chinese rice- and wheat-based proteins (including protein powders) and wheat flour must undergo self-inspections for melamine and related compounds.
- For subsequent re-imports of these products, surveillance inspections will be conducted in accordance with Notification No. 0330004, issued on March 31, 2008.
3. **Sample Selection Methods**: Samples will be selected based on the guidelines provided in Notification No. 0330004, which outlines procedures for handling additives that may not be evenly distributed.
4. **Inspection Methods**: These will follow the testing protocols established by the U.S. Food and Drug Administration (FDA).
5. **Additional Provisions**:
- If melamine or related substances are detected during testing, it is essential to determine whether they were used in the production process. In such cases, the Planning Information Division at the Quarantine Office should be contacted through the Business Management Office to coordinate with the Food Safety Department of the Food and Drug Administration, specifically the Monitoring and Security Division.
- Additionally, under Notification No. 0330004, monitoring inspections will continue for plant-derived proteins (such as soy protein), wheat flour, and wheat-based flours produced in China.
These updated measures reflect Japan’s ongoing commitment to ensuring the safety of imported food products, particularly those from regions where previous concerns about contamination have been raised. Importers and manufacturers are encouraged to stay informed and comply with the latest requirements to avoid disruptions in trade.

and in the event of a fire will not emit toxic fumes or drop burning globules of material from one
compartment to another.
