Improper "recruitment" does not refund training fees?
Mr. Gu from Tai'an recently fell victim to a scam after seeing an advertisement claiming that individuals could earn at least $500 per month as part of a dry crew program. He paid a training fee of 15,000 yuan in hopes of obtaining a "Seafarer's Certificate" and being placed on an international cargo ship. However, instead of receiving the promised training or certification, he was forced into a recruitment role. Fortunately, law enforcement officials from the Zhanshan Institute of Industry and Commerce intervened and helped him recover the full amount.
The incident began when Mr. Gu came across a job advertisement by a company located on Shandong Road, which claimed to recruit international seafarers. According to the ad, they would provide training, issue a Crew Service Book and Seafarer’s Certificate, and then guarantee employment. The offer also included a monthly salary of $500 to $900, along with medical insurance benefits. Intrigued by the opportunity, Mr. Gu decided to pay the required fee.
However, after paying the 15,000 yuan, he found out that no training had been provided. When he tried to get a refund, the company demanded that he first recruit five students for them. This unexpected condition led him to become an unofficial recruiter for the company, despite not having received any of the promised services. The company even issued him a "recruitment" certificate, allowing him to promote their program in the Tai'an area.
Upon investigation, the Zhanshan Industrial and Commercial Law Enforcement team discovered that the company did not have the proper qualifications to recruit seafarers. Their business license only listed "ship management consulting" and "maritime information consultation" as their areas of operation. By luring people with high salaries, the company was suspected of engaging in contract fraud. As a result, the authorities ordered the company to return the 15,000 yuan to Mr. Gu and are continuing to look into the case further.
