After realizing something was wrong, Mr. Gu tried to get his money back, but the company demanded that he first recruit five students before any refund could be issued. To his surprise, instead of receiving the certificate he was promised, he was given a "recruitment" certificate and made an official representative of the company. He was then tasked with recruiting new students in the Tai'an area.
Following a complaint, investigators from the Zhanshan Institute of Industry and Commerce discovered that the company did not have the proper qualifications to recruit seafarers. Their business license only allowed them to provide ship management and maritime information services. The company was suspected of contract fraud by using high salaries as bait to attract unsuspecting individuals. As a result, the industrial and commercial authorities ordered the company to return the 15,000 yuan fee to Mr. Gu and continue their investigation into the matter.
