In 2008, Xichai experienced an unusual year. In the previous year, production and sales surged past 200,000 units in a single leap. From January to September this year, the number exceeded 210,000 units, setting another record for Xichai’s development. However, as the company was pushing harder and the momentum was building during the fourth quarter to reach higher annual goals, the global economic crisis triggered by the U.S. financial crisis began to spread to China. Domestic companies were affected to varying degrees, and even Xichai felt the chill of this financial storm.
Faced with this challenge, FAW Wuxi Diesel Engine Factory quickly responded. At the Second Party Committee Expansion Meeting of the 15th and the Second Workers’ Congress of 2008, strategies were deployed, and measures were proposed. All workers were urged to maintain confidence, unify their thoughts, overcome difficulties, and move forward with determination. Director Qian Hengrong emphasized, “Winter is coming, and we cannot avoid it. The key is how we spend it. There are three choices: freeze, hibernate, or survive stubbornly. Xichai must choose survival. We must increase our sense of urgency, meet new challenges, grasp the overall situation of development, and achieve new victories.†Secretary Cai Zhenfa added, “In the face of the crisis, we must not be complacent. We must stay alert, work harder, target our goals, and do everything possible to ensure quality, protect our benefits, and build a strong brand image.â€
**No Fear of Winter**
This year, Xichai's performance remained strong. From January to October, engine sales reached 230,000 units, marking a 40% year-on-year increase—the highest among domestic diesel engine companies. Export growth also surged, with engine exports rising by 110% in the same period. However, since October, the growth rate slowed down, and the impact of the economic crisis became more evident.
Qian Hengrong explained that the decline in total demand was due to two main factors: reduced domestic construction projects led to lower freight volumes and a sharp drop in truck demand, while large clients such as logistics companies tightened their spending habits, hesitating to invest. In such conditions, many companies struggled to survive.
To overcome this, Qian suggested three key actions: first, staying calm and confident. Xichai now has a stronger market position, better products, solid financials, and a resilient corporate culture. Panic is not the way forward. Instead, the spirit of "learning, innovation, perseverance, and self-improvement" should inspire the team to push forward. Second, understanding the bigger picture and seizing opportunities. National policies and local initiatives present business opportunities for commercial vehicle development. Market downturns often lead to industry consolidation, creating chances for Xichai to gain more market share. Third, preparing thoroughly and adapting quickly. Survival in a harsh winter requires both mental and material readiness. Opportunities favor those who are prepared.
**Passion Sparks a Warm Winter**
Facing the financial crisis, Party Secretary Xu Cai emphasized the need to recognize the situation, strengthen awareness of danger, crisis, self-reliance, and development, and build confidence. Confidence brings strength, solutions, and courage to face challenges. Small development is hard, but only through continuous progress can problems be solved and the initiative regained.
Second, the company must enhance product competitiveness, market share, quality, efficiency, and system advantages to achieve significant improvements. Pressure can drive progress, and being in a difficult situation can motivate people to strive harder. Using the spirit of "learning, innovating, fighting, and self-improving," the team should focus on development goals, meet the "two reforms" requirements, and deliver real results. Adhering to the principle of "all user needs as the standard," the company must strengthen quality control, enhance its market reputation, and boost product competitiveness.
Third, party members must take the lead, unite efforts, and demonstrate integrity to create value for the people. Integrating party building with economic development ensures a stronger workforce and faster progress. Achieving 2009’s goals depends not only on market, product, and cost management but also on team stability and employee morale.

Despite the cold wave of the financial crisis, the enthusiasm of Xichai employees to resist it remains high. From factory leaders to ordinary workers, from offices to workshops, an upsurge of anti-crisis efforts has been launched. Internal departments encouraged each other, brainstormed, and implemented tasks. External partners improved communication, accelerated information sharing, and enhanced efficiency, winning user satisfaction.
The sales department analyzed the market, broke down targets, and ensured task execution. Deputy Director Xu Xuefen emphasized the importance of understanding market trends, boosting morale, expanding sales, and maintaining goals. Every day counts, and no one will retreat before the final day.
